issue an execution of any kind except upon written appli-
cation therefor by the party entitled thereto or his agent.

716L. To carry out the purposes of this Act, to the
extent permitted by the Constitution, rules may from time
to time be promulgated

(1) By the Chief Judge of the People's Court appli-
cable to all proceedings hereunder,

(a) Prescribing, modifying and approving forms to
be used in such proceedings;

(b) Authorizing and regulating assistance by clerks
of said Court in the preparation of papers pursuant to
section 716C hereof;

(c) Authorizing and regulating service by registered
mail pursuant to Section 716D hereof;

(d) Prescribing the proof and terms to be required
for waiver of prepayment or payment of costs or fees pur-
suant to section 716H hereof; and

(e) Providing for the assignment of cases to said
Judges and the precedence of certain classes of cases; and

(2) By each of the Judges of said Court, individually
(after consultation with the other Judges to promote uni-
formity), applicable to the proceedings coming before him,

(a) Regulating the practice and procedure for arbi-
tration and conciliation therein;

(b) Regulating the practice and procedure in trials
thereof; and

(c) Regulating consultations pursuant to Section
716J.

In the event of the adoption of a constitutional amend-
ment creating a People's Court of Baltimore City and con-
ferring upon it general rule-making power, the preceding
provisions of this section shall be inapplicable to the
Judges of the Court so created, and rules regulating all
of the foregoing matters and all other matters authorized
by such amendment to be so regulated shall be promul-
gated in accordance with such amendment.

716M. Except as otherwise provided in this Act or in
rules promulgated pursuant thereto, the practice and pro-
cedure in all proceedings under this Act and the duties
and powers of said Judges shall be the same as provided
for civil actions before Justices of the Peace.
