any party shall fail to pay accrued costs though able to
do so or shall fail to fulfill the terms upon which any
waiver of costs or prepayment of costs shall have been
granted, any Judge of said Court, so finding shall have
power to deny the said party the right to file any new
case in said Court while such costs remain unpaid and like-
wise to deny such litigant the right to proceed further in
any case pending in such Court. Any intentional misrep-
resentation to any Judge of said Court by any person in
order to obtain such waiver shall constitute a misdemeanor
and shall be punishable by fine of not more than $50. 00.
The award of costs shall be at the discretion of the Judge,
who may include therein the reasonable costs of bonds
and undertakings and other reasonable expenses incident
to suit incurred by either party, other than attorneys'
fees, which shall be included therein only if the judgment
is recovered upon a contract containing provision for such
fees.
716I. In all cases where the judgment is founded, in
whole or in part, on a claim for wages for personal ser-
vices, the Judge shall, upon motion of the party obtaining
the judgment, or may, upon his own motion, order the
appearance of the party against whom such judgment has
been entered, but not more than once each four weeks, for
oral examination under oath as to his financial status and
his ability to pay such judgment, and the Judge shall make
such supplemental orders as may seem just and proper to
effectuate the payment of the judgment upon reasonable
terms.
716J. The Judges of said Court shall regularly hold
informal sessions to permit any individual unable to em-
ploy counsel to consult with them concerning any matter
as to which such individual may believe himself wronged
or aggrieved by any other person and shall refer such
applicants to such agency as the circumstances in each
case may require.
716K. The dockets, records and papers of said Judges
shall be retained in the custody of the Chief Constable of
the People's Court. Any Judge of the People's Court may
issue process upon any docket of any Judge in the custody
of the said Chief Constable that he might issue if the
docket had been kept by himself and shall have full power
to complete any process that has been begun at any time
by any other such Judge and to certify to the records of
any of such Judges. No Judge of the People's Court shall
