ington Metropolitan District in Montgomery County, author-
ized and directed by this section, shall be insufficient to pay
the interest and/or to redeem the bonds, as the case may be,
in that year, then and in that event the Board of County
Commissioners of Montgomery County are hereby authorized,
directed, and empowered to levy generally upon the assessable
property in said County an amount sufficient to make up the
said deficit, either in principal or interest, respectively.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members of the two Houses of the General Assembly,
the same shall take effect from the date of its passage.

CHAPTER 137.
(House Bill 24)

AN ACT to repeal Section 21 of Article 36 of the Anno-
tated Code of Maryland (1924 Edition), title "Fees of
Officers, " subtitle "Justices of the Peace, " and Sections
716, 717, 719 and 720 of Article 4 of the Code of Public
Local Laws of Maryland (1938 Edition), title "Balti-
more City, " subtitle "Justices of the Peace and Con-
stables, " and Section 756 of said Article 4, subtitle
"Landlord and Tenant, " and to repeal and re-enact with
amendments Section 748 of said Article 4, subtitle "Jus-
tices of the Peace and Constables, " and to add to said
Article 4 fifteen new sections to be known as Sections
716 to 716N, inclusive, to be under a new subheading
"Judges of the People's Court" and to follow immedi-
ately after Section 715 of said Article 4, all to provide
for certain Justices of the Peace for Baltimore to be
known as Judges of the People's Court, and to prescribe
the compensation, jurisdiction, powers and duties of
Judges of the People's Court and the fees, costs and pro-
cedure applicable to proceedings before such Judges,
and making certain provisions in the event of the crea-
tion of a People's Court for Baltimore City by consti-
tutional amendment.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 21 of Article 36 of the Annotated
