safer care or more adequate treatment in another State
hospital for mental patients, he may order such transfer
after notifying the family or guardian that the transfer
is to be made. In each case the Commissioner of Mental
Hygiene shall notify the county or city to which the
patient's maintenance is charged of such transfer.

It shall be unlawful to convey any woman patient to any
institution, asylum, hospital, home or retreat for the
insane, or to transfer any woman patient from or to any
such place, except such woman patient be accompanied by
some relative, friend or nurse of the same sex. This shall
not apply to any woman patient accompanied by her father,
husband or adult brother or son.

SEC. 6. And be it further enacted, That a new Section
be, and the same is hereby added to Article 59 of the
Annotated Code of Maryland, title "Lunatics and Insane, "
sub-title "Board of Mental Hygiene, " to be known as Sec-
tion 19A, to follow immediately after Section 19 of said
Article, and to read as follows:

19A. Spring Grove State Hospital, Springfield State
Hospital, the Eastern Shore State Hospital and Crowns-
ville State Hospital shall hereafter exercise their functions
under the supervision, direction and control of the Board
of Mental Hygiene. Each of said institutions shall con-
tinue under the management of their respective Board
of Managers or Visitors, constituted as now by law pro-
vided and having and continuing to exercise the same
rights, powers, duties, obligations or functions, except
that all future appointments of Superintendents and phy-
sicians or medical officers shall be made by the board of
managers or visitors of each institution, subject to the
approval of the Board of Mental Hygiene, in accordance
with the provisions of Article 64A of the Code. Each
above mentioned institution shall submit to the Board of
Mental Hygiene such reports, medical and financial, as
the Board of Mental Hygiene may request. It shall be the
duty of the Commissioners of Mental Hygiene to inform
the Board of Mental Hygiene as to conditions in the above
mentioned institutions and to order that such changes as
seem desirable for the welfare of the patients, be, with
the approval of the Board of Mental Hygiene, put into
effect.

All appointments of physicians below the grade of
Superintendent or Clinical Director to any State Hospital
for mental patients shall be made subject to transfer from
one institution to another by the Board of Mental Hygiene,
