HERBERT R. O'CONOR, GOVERNOR. 1707

WHEREAS, Non-stock corporations have been formed under
authority of this Act, which are operating in a most satis-
factory manner; and

WHEREAS, there are many persons, however, who have not
taken advantage of this plan; and

WHEREAS, it would seem desirable to require every person
to secure insurance for hospitalization; and

WHEREAS, sufficient information is not available for the
setting-up of a compulsory system of hospital insurance, as
has been done in the case of Workmen's Compensation and
Unemployment Insurance; therefore, be it

Resolved by the General Assembly of Maryland, That the
Governor be and he is hereby requested to appoint a commis-
sion, of not more than eleven (11) members, to make a careful
study and investigation of the question of compulsory hospital
insurance, and to report to the General Assembly, on or before
January 15, 1941, any recommendations on the subject, to-
gether with legislation to make such recommendations
effective.

NO. 13.
(House Joint Resolution 30)

A Joint Resolution requesting the Governor to provide in his
budget for certain lounge rooms in the State House.

WHEREAS, no lounge facilities are now furnished in the
State House for the use of members of the General Assembly
and of persons desiring to appear before committees of the
General Assembly, and

WHEREAS, such members of the General Assembly and such
other persons while waiting for the sessions and hearings of
the General Assembly to commence are required to remain
standing in the halls for long periods of time, and

WHEREAS, a lounge room could be established in the Old
Senate Chamber and a second lounge room could be estab-
lished in that part of the room now occupied by the Depart-
ment of Legislative Reference not required by the work of
that Department, therefore, be it
