of water pipes and mains, pumping stations and reser-
voirs of water within the limits of the town of Queens-
town; and no firm, corporation, individual or group of
individuals shall use any street, lane, alley or thoroughfare
or public land of said town for any water pipes, mains, or
reservoirs without the consent of the Commissioners of
Queenstown first had and obtained by ordinance for that
purpose passed and approved, and any water mains or
pipes, pumping stations and reservoirs hereafter placed
upon, in or under any of the streets, lanes, alleys, thorough-
fares or public land of said town without the consent of the
Commissioners of Queenstown shall be deemed a nuisance.

353C. The said Commissioners shall meet annually on
the fourth Monday in April and on the fourth Monday in
every third month thereafter, and as much oftener as they
may think proper; not less than a majority shall constitute
a board for the transaction of any business except an ad-
journment; they may appoint a Clerk, who shall keep the
minutes of their proceedings in a well-bound book to be
provided by them for that purpose, and they may also ap-
point a bailiff and prescribe his duties, and shall pay the
said Clerk and Bailiff such compensation as they may deem
reasonable, and may remove either of said officers at pleas-
ure.

353D. The Commissioners may pass all laws and ordi-
nances necessary to give effect and operation to the powers
vested in them and may impose such fines, penalties and
forfeitures for breach of their laws and ordinances as they
may think proper, not exceeding, however, twenty-five dol-
lars for any one offense.

353E. It shall be unlawful for trucks or other com-
mercial vehicles to park on the streets of the town of
Queenstown, during the day or night, for any purpose
except the legitimate delivery of goods, wares or merchan-
dise; such "stopping" of trucks or commercial vehicles
shall not at any time impede traffic or unduly block the
streets or sidewalks of the town; trucks may park in those
zones where signs are erected, "Truck Parking Permitted, "
but in these zones it shall be unlawful to park for more
than one hour.

Private automobiles and taxi-cabs will be permitted to
park at any point or place in the town of Queenstown
where there are no signs prohibiting the parking of vehi-
cles, provided, always, that such parking does not block or
impede the free flow of traffic and so long as said parking
