such assessment and may make such deduction from or
addition to such assessment, after hearing, as to them may
seem reasonable and just.

Before the first day of October the assessment list as
corrected shall be transferred in alphabetical order to an
assessment book by said Commissioners, and said book
shall be the basis for levying all taxes in said town. The
Commissioners may provide by ordinance for certain days
within each year at which assessment may be corrected;
on such days they may sit as a Board of Equalization and
Review, and may make transfers and abatements, and
increase, decrease or correct any assessment which they
may find to be at such time improper. Said Commission-
ers are authorized to pay said assessors, after each assess-
ment has been completed, a fair compensation for their
services, out of the proceeds of the taxes to be levied annu-
ally for the general expenses of the town.

353A. The Commissioners of Queenstown shall have
full power to contract with any firm, corporation, indivi-
dual or group of individuals for such period of time as
the Commissioners of Queenstown may by ordinance pro-
vide, for the introduction in the town of Queenstown of
water pipes, mains, pumping stations and reservoirs, for
the use of the said Corporation, its streets and alleys, and
for the use of the residents of said town of Queenstown and
by ordinance to grant franchise to any such firms, corpo-
rations, individuals, or groups of individuals to lay water
pipes or mains, erect pumping stations and reservoirs for
the purpose of supplying said municipal corporations or
the residents of town of Queenstown, water; and the
ordinances or contracts granting such franchise or fran-
chises shall specifically set out the nature, right and char-
acter of same, and no power or right not expressed in the
franchise or grant shall pass thereunder, and further the
said Commissioners are empowered to fix commercial and
domestic rates, methods and standards of installation, in-
cidental to the use and consumption of water from the
aforesaid water supply system of the Town of Queens-
town, and further the said Commissioners of Queenstown
are empowered to fix an additional charge on those indivi-
duals, firms or corporations that are connected and pur-
chasing water from the Town of Queenstown and per-
mitting others, firms, corporations or individuals not so
connected and purchasing water from the Town of Queens-
town, to use same.

353B. The Commissioners of Queenstown shall have full
power to regulate the laying, erecting, installation and use
