ever, that any party aggrieved by said action of the Board
may within ten days from the date of the decision of the
Board appeal from the action of the Board to the State
License Bureau upon full payment of all costs of the pro-
ceedings as hereinafter provided; and that noting of such
appeal and payment of said costs shall stay the order of the
Board pending the determination of the appeal. The said
Board shall not be required to forward any such papers or
transcribe any such testimony until the appellant has paid
or secured to be paid all costs incident to the hearing. It
shall be the duty of the State License Bureau to hear and
determine all such appeals within thirty days from the date
of the receipt of the papers and testimony from the Board
originally hearing the application, complaint or charges,
and if the decision appealed from is reversed the costs paid
by the appellants shall be recoverable by the appellants
from the appellees, in a civil action.

SEC. 3. And be it further enacted, That this Act shall
take effect on June 1st, 1939.

CHAPTER 765.

(Senate Bill 374)

AN ACT to add five new sections to Article 33 of the Anno-
tated Code of Maryland, title "Elections, " sub-title
"Voting Machines", relating to the use of voting
machines in Baltimore County; providing, at the option
of and in the discretion of the Board of Supervisors of
Election and the Board of County Commissioners of
Baltimore County, for the purchase, rent or lease of
voting machines for use in any or all of the polling places
of Baltimore County; providing for the rearranging of
precinct boundaries, if deemed advisable, for the use of
voting machines; providing for the elimination of clerks
of election where voting machines are used; providing
for the preparation and form of ballots for use in voting
machines, for the time allowed each voter, for the duties
of election officials, for procedure in contested elections,
for the opening and closing of polls where voting
machines are used; defining terms, fixing requirements
as to the nature and construction of voting machines
which may be used and the form of ballot labels for vot-
ing machines; providing for the preparation of voting
