machines for election, the delivery of voting machines
and supplies to the polling places; providing for the
instruction of judges of election; providing for instruc-
tion of voters before an election, and instruction and
assistance of voters on election day, prescribing the
manner of voting in elections, and the manner of voting
for Presidential electors; providing for the canvass of
the vote, for the care of machines, for the return of the
votes, for re-canvass of votes; providing for the custody
of voting machines and the keys thereof; prescribing
penalties; providing for the applicability of the election
laws, and for the validity of such portions of this Act as
shall not be declared unconstitutional in case other por-
tions should be declared unconstitutional, and providing
for the repeal of laws or portions of laws in conflict here-
with.

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That five new sections be and they are hereby
added to Article 33 of the Annotated Code of Maryland,
title "Elections", sub-title "Voting Machines, " said new
sections to follow immediately after Section 224 of said
Article 33, said new sections to be known as Sections
224½-A to 224½-E, inclusive, of said Article 33, and to
read as follows:

224½-A. The Board of Supervisors of Election of
Baltimore County, with the approval of the Board of
County Commissioners of Baltimore County, are authorized
and empowered to purchase, rent, lease or otherwise acquire
such number of voting machines as may be required to
equip any or all of the polling places in said County as now
established or as may hereafter be established, such voting
machines to be acquired in such manner and on such terms
as may be agreed upon by and between the Board of Super-
visors of Election and the Board of County Commissioners
of said County. The Board of County Commissioners of
Baltimore County, for the purpose of such purchase, or
rent or lease of voting machines, may provide by contract
for payment therefor upon such terms and in instalments
of such amounts and payable at such times as the Board of
County Commissioners shall deem for the best interests of
the County. In the event of the leasing, rental or other
acquisition of voting machines, such machines shall not be
assessable for the purpose of State, County or municipal
taxation, and shall be exempt from tax.

224½-D. The Board of Supervisors of Election of Bal-
timore County is authorized to rearrange, consolidate,
