licensee licensed under the provisions of this Article shall,
either directly or indirectly, offer to pay any commission,
profit or remuneration or make any gift to any Commis-
sioner or employee of the Board or to any one on behalf of
such Commissioner or employee of said Board. The chair-
man of said Board shall be the administrative officer there-
of and charged with the duty of enforcing the provisions of
this Article. It shall be his duty personally to supervise the
activities and investigations of the several inspectors and
other employees of the Board. He shall examine the loca-
tion and general character of the licensees in said City and
make recommendations to the Board concerning zoning of
licensees, methods of enforcement, and promulgation of
rules and regulations to carry out the purposes of this
Article; and he shall receive, in addition to the compensa-
tion otherwise provided for Board members in said City,
the sum of fifteen hundred dollars ($1500) annually for
said services. Rules and regulations adopted by the Board
in said City shall be published and distributed to such
licensees as may be affected thereby. The Board in said
City shall have the power to require any licensee to display
prominently in his place of business any rule or regulation
of said Board, or any excerpt or statement from this
article.

SEC. 2. And be it further enacted, That Section 48 of
Article 2B of the Annotated Code of Maryland, 1935 Sup-
plement, title "Alcoholic Beverages", sub-title "Boards of
License Commissioners—Appeals", be and the same is
hereby repealed and re-enacted with amendments to read
as follows:

48. Appeals. The decision of the Boards of License
Commissioners for Baltimore City and of the respective
counties in approving, suspending, revoking or restricting
or refusing to approve, suspend, revoke or restrict any
license, shall be subject to appeal to the State License
Bureau by the applicant for any license, the licensee or not
less than ten citizens, voters and real estate owners resid-
ing in the precinct or voting district in which the place of
business is located or proposed to be located. Upon the
filing of any such appeal, all papers and testimony produced
before the Board of License Commissioners shall be for-
warded to the State License Bureau within sixty days
thereof upon the payment by the appellant or appellants, of
all costs incident to the hearing before the Board of License
Commissioners. Every such appeal shall be heard
by the State License Bureau de novo. The action of the
Board shall be final and effective at once, provided, how-
