Silver Spring on or near the Brookeville Turnpike or Georgia
Avenue Extended. The County Commissioners are authorized,
directed and empowered to spend such sums as may be neces-
sary for the maintenance and equipment of said headquarters
and sub-stations, and are authorized and empowered to em-
ploy not to exceed nine (9) desk clerks for service at head-
quarters and the sub-stations, who shall serve at the pleasure
of the Board at such compensation as the Board may from
time to time fix.

Sec. 10. All fees, costs and charges in any and all crimi-
nal and civil cases allowed constables under Local or General
Laws of this State and County paid over to any member of the
County Police force shall be paid forthwith by said member
to the Treasurer of Montgomery County, and the members
of said Police Force shall not receive by way of fees, costs or
otherwise any sum or sums other than the salaries authorized
by this Act.

Sec. 11. It shall be the duty of the members of the Police
Force so appointed to serve and execute any and all writs,
warrants and subpoenas and other papers issued by the Cir-
cuit Court for Montgomery County or the justices of the peace
or the police justice or justices for Montgomery County, in the
exercise of its or their criminal jurisdiction; and no member
of the said force shall receive any additional compensation
for such services, and the members of the Police Force so
appointed shall have all of the powers possessed by deputy
sheriffs of the State of Maryland under the general law of the
State, or the local laws of Montgomery County heretofore in
existence, in so far as such powers are in reference to the
criminal jurisdiction of said deputy sheriffs in making arrests,
or in any manner enforcing the law or laws of the State of
Maryland.

Sec. 12. The County Commissioners are authorized, em-
powered and directed to levy against all the taxable property
of Montgomery County each and every year such sum or
sums as may be necessary for the purpose of this Act.

Sec. 13. The County Commissioners of Montgomery County
shall have full authority and supervision of any and all mem-
bers of said Police Force, and shall pass such orders and reg-
ulations governing their action as members of said force as
they shall 111 their discretion from time to time deem necessary,
which said orders and regulations shall be known as the
police manual. The County Commissioners may designate one
of their number to act as Police Commissioner to exercise
