general supervision on behalf of said Board of County Com-
missioners over the Police Force, in which event they are
further authorized and directed to pay to the member so desig-
nated, Twelve Hundred ($1, 200. 00) Dollars annually, payable
monthly as additional compensation for such additional
services in supervising and inspecting the police.

Sec. 14. The said County Commissioners are hereby author-
ized and empowered to establish and maintain as a part of
said Police Force a Department of Criminal Identification,
and to place in operation any and all modern facilities, in-
strumentalities and agencies for the detection and identifica-
tion of criminals. The person appointed as the head of
said department shall be included as one of the Montgomery
County Police except that he may be selected without regard
to place of residence, the list prepared by the Police Civil
Service Commissioner or the other qualification regarding
police officers; provided, that such person be a qualified finger-
print expert, possess a knowledge of ballistics, have experience
in photography, the collection, assemblage and preservation
of evidence for use in criminal cases, and otherwise satisfy the
Board of Commissioners that he is qualified in scientific crime
detection. In addition to conducting the said department said
officer shall instruct such other officers as the Chief of Police
may designate in methods of scientific crime detection. The
head of said department shall be known as Detective-Sergeant
and shall receive the sum of Two Thousand, Four Hundred
($2, 4000. 00) Dollars per annum, payable in equal monthly
instalments. No salaries or compensation shall be paid, to any
person or persons engaged in the work of said department,
except to members of the Montgomery County Police Force as
herein authorized; but nothing herein contained shall prevent
said County Commissioners from authorizing the payment of
any vouchers approved by the State's Attorney for Mont-
gomery County for technical or expert assistance or witnesses
in connection with the administration of his office or the
presentation of criminal cases under his direction.

Sec. 15. There is hereby created a Police Trial Board to be
composed of the Police Civil Service Commissioner, the County
Commissioner who is designated as Police Commissioner and
such other resident of Montgomery County as may be appointed
from time to time by the Board of County Commissioners. The
members of the Montgomery County Police Force shall be tried
before said Board for any offense against the laws of the United
States, the laws of the State of Maryland, whether before or
after conviction thereof in any court or courts, for miscon-
duct in office, or for any breach or violation of the rules and
