politan District shall continue in full force and effect until
amended or repealed; to declare the construction, owner-
ship or use of buildings or other structures, or the use of
land or premises in violation of the provisions of this Act
or of regulations enacted hereunder, and the issuance of
building use or occupancy permits, and violations of such
provisions to be misdemeanors punishable under the pro-
visions of this Act; to provide remedies for those specially
damaged by such violations; to declare Acts and omissions
designated as misdemeanors in this Act punishable as such,
and prescribe penalties for such violations; to define terms
used in this Act; to provide for the payment of the current
operating or administration expenses of the Commission
under this Act by the levy of a tax against all assessable
property within the District by the County Commissioners
of Montgomery and Prince George's Counties, respectively,
of a tax of 3 cents on each $100. 00 of assessable property, to
be paid over to the Commission as herein provided; to pro-
vide that the zoning powers vested in municipalities in Chap-
ter 599 of the Laws of Maryland, 1933, vest, in relation to
said District, in the District Councils in Montgomery and
Prince George's Counties, and that the planning, subdivision
control and other powers vested by said Chapter 599 of the
Laws of Maryland, 1933, in planning commissions be vested
in the Maryland-National Capital Park and Planning Com-
mission and the powers vested in boards of zoning appeals by
said Chapter 599 of the Laws of Maryland, 1933, be vested in
the boards of zoning appeals established by this Act; to pro-
hibit licenses or permits for commercial or industrial pur-
poses in residential districts in the District; to repeal Sec-
tions 588, 589, 595, 598, 599, 600, 603, 604, 605, 606, 607,
608, 609, 609A, 610, 611 and 612 of Article 16 and Sections
723, 724, 730, 733, 734, 735, 738, 739, 740, 741, 742, 743, 744,
744A, 745, 746 and 747 of Article 17 of the Code of Local
Public Laws of Maryland (1930 Edition) as amended by
Chapter 286 of the Laws of Maryland, 1929, Chapter 505
of the Laws of Maryland, 1933, and Chapter 508 of the
Laws of Maryland, 1935; to ratify and confirm ordinances
and regulations or other action enacted or taken under
the provisions of Chapter 448 of the Laws of Maryland of
1927 as amended; to provide for a conflict with other exist-
ing laws or ordinances and to declare this Act an emergency
law and make this Act effective from the date of its passage.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That the area in Montgomery and Prince George's Coun-
ties within the boundaries hereinafter in this section desig-
nated be and the same is hereby incorporated for the purposes
