SEC. 5. And be it further enacted, That a new section be
and it is hereby added to Article 16 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Montgomery
County", sub-title "Chevy Chase—Section 2", said new section
to be known as Section 99A, to follow immediately after Sec-
tion 99 of said Article and to read as follows:
99A. If any provision of this Act or the application of such
provision to any person or circumstance is held invalid, the re-
mainder of the Act and the application of such provision to
other persons or circumstances shall not be affected thereby.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.

AN ACT to add nine new sections to Article 2B of the Anno-
tated Code of Maryland (1935 Supplement), title "Alco-
holic Beverages", sub-title "County Dispensaries", said new
sections to be known as Sections 48G to 48-O, inclusive, to
follow immediately after Section 48F of said Article, pro-
viding for the creation of a Liquor Control Board and the
establishment of a County Dispensary System for the sale
in Dorchester County of any sparkling or fortified wine and
any other alcoholic beverage containing more than 14%
alcohol by volume, and providing for the submission of this
Act to the voters of said County at the next election for
adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That nine new sections be and they are hereby added to
Article 2B of the Annotated Code of Maryland (1935 Sup-
plement), title "Alcoholic Beverages", sub-title "County Dis-
pensaries", said new sections to be known as Sections 48G
to 48-O, inclusive, to follow immediately after Section 48P
of said Article, and to read as follows:
