48G. In Dorchester County, there shall be a Liquor Con-
trol Board to consist of three members, who shall be appointed
by the Governor and who shall constitute said Liquor Board
until June 4, 1943; thereafter members of the Board shall be
appointed by the Governor with the advice and consent of
the Senate for terms of four years, beginning June 1, 1943,
and every fourth year thereafter. The Governor may appoint
a person to fill a vacancy in the Board for the unexpired por-
tion of the term. The Board shall designate a chairman and
a secretary from among its members.

48H. Each member of the Board shall receive an annual
salary of $400 and the reasonable and necessary expenses of
his office.

48-I. The Board shall establish and maintain at Cambridge
a store to be known as "Dorchester County Liquor Dis-
pensary" for the sale of any sparkling or fortified wine and
any other alcoholic beverage containing more than 14% of
alcohol by volume, in sealed packages or containers, the con-
tents of which shall not be consumed on the premises where
sold. The Board may also establish and maintain such
branch dispensaries in the County as it sees fit.

48J. For the purpose of establishing and operating such
dispensary and/or branch dispensaries, the County Commis-
sioners of Dorchester County may advance, from time to time,
to the Liquor Control Board, such sum or sums of money, not
exceeding $8, 000. 00, as may be necessary to provide adequate
working capital for said Liquor Control Board and the said
County Commissioners may borrow, upon the credit of said
County, such sum or sums as may be necessary to meet such
advances, and the said Liquor Control Board may also borrow
money, from time to time, upon the credit of said Board, from
any banking institution; provided, however, that the aggre-
gate sum advanced to or borrowed by the Liquor Control
Board shall at no time exceed the sum of $8, 000. 00. All sums
advanced to the Liquor Control Board by the County Commis-
sioners, and all sums borrowed by the County Commissioners
or the Liquor Control Board shall bear interest not exceeding
4% per annum, and shall be repaid, together with the interest
thereon, out of the receipts from sales made at the County
Liquor Dispensary or branch dispensaries.

48K. The Liquor Control Board shall have full power and
authority.

(1) To appoint such employees as may be necessary to con-
duct such County Liquor Dispensary or branch dispensaries,
