tion), title "Montgomery County", sub-title "County Commis-
sioners", said new section to be under sub-heading "Loans", to
be known as Section 235A and to follow immediately after
Section 235 of said Article, and to read as follows:

235A. On and after January 1, 1940, no bonds, except those
already authorized by law prior to January 1, 1939, or by
the Acts of 1939, shall be issued upon the credit of Mont-
gomery County unless and until the Act or Acts authorizing
such bonds shall have been submitted to the qualified voters
of said county for approval or rejection and shall have been
approved by a majority of the votes cast thereon; provided,
however, that the provisions of this section shall not apply to
any Act or Acts authorizing the refunding of any bonds, or
authorizing bonds for the construction, alteration and repair
of public school buildings in said county to an amount not
exceeding $200, 000 at any legislative session of the General
Assembly of Maryland.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

CHAPTER 705.
(House Bill 541)

AN ACT to add three (3) new sections, one to be known as
Section 87A, to follow immediately after Section 87, another
to be known as Section 90A, to follow immediately after
Section 90, and the third to be known as Section 99A, to
follow immediately after Section 99, to repeal and re-enact,
with amendments, Sections 90 and 94, of Article 16 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Montgomery County", sub-title "Chevy Chase—Section 2",
to increase the boundaries of said section, to provide for
the assessing of real property for the purpose of paying for
special improvements, to provide for the borrowing of funds
for special improvements, to provide for the duties of the
Treasurer of said section of the Village of Chevy Chase, to
provide that the invalidity of the Act in one circumstance
shall not otherwise affect its validity and to provide that
this Act is an emergency measure.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it hereby is added to Article 16
