1268 LAWS OF MARYLAND. [CH. 633

The County Commissioners of the County and the Mayor,
Counselor and Aldermen of Annapolis are hereby authorized,
for the purpose of enabling the Commission to meet its oper-
ating and administrative expenses, to appropriate for and
remit to the Commission, out of any county or city funds re-
spectively, such sums, in amount not to exceed $3, 000 per an-
num, as the Commission may request and as said Commission-
ers and Mayor, Counselor and Aldermen deem to be sufficient
for the making of the plan of the District and the exercise and
performance by the Commission of its powers and duties under
this Act. The Commission may expend for such purposes any
other funds which may be appropriated by the General Assem-
bly of Maryland or any fees which it may collect or moneys
which it may receive from other sources. The Commission
shall annually publish in at least one newspaper published in
Annapolis or the County a full and true account of its receipts
and disbursements, which account shall be audited by the State
Auditor or a certified public accountant.

SEC. 3. And be it further enacted, That the Commission is
hereby authorized and empowered to make and adopt and,
from time to time, amend, extend, add to or carry into greater
detail a general plan for the physical development of the Dis-
trict. Such plan, including maps, plats, charts and descriptive
matter, shall show the Commission's recommendations for the
development of the District, which may include, among other
things, such matters as the location, arrangement, character
and extent of roads, waterways, waterfronts, beaches, docks
and wharves, parks, forests, squares, aviation fields, airways,
wild-life refuges, open development areas and other ways,
grounds and open spaces, the general location of public, in-
cluding Federal, buildings and other public properties, the
general location and extent of public utilities and terminals,
whether publicly or privately owned or operated, for light,
transportation, communication, power and other purposes, the
preservation and development of forests and natural scenery,
the general location and extent of water conservation works,
the general location and extent of housing and community
projects and developments, a zoning plan for the regulation
of the height, area, bulk, location and uses of buildings and
the uses of land, and other factors of urban, suburban, rural
and regional planning.

As the work of making the general plan progresses, the
Commission may, from time to time, adopt a part or parts
thereof, any such part to cover one or more sections of the
District or one or more of the aforesaid or other functional
subjects matter to be included in the plan. Before adopting
the plan or any substantial part thereof or any substantial
