extension, enlargement or amendment thereof or addition there-
to, the Commission shall hold at least one public hearing
thereon. The adoption of the plan or any part thereof or
amendment, extension, enlargement or addition thereof or
thereto shall be by resolution of the Commission carried by
the affirmative votes of not less than four members of the
Commission. The resolution shall refer expressly to the maps
and descriptive and other matter intended by the Commission
to form the whole or part of the plan, and the action taken
shall be recorded on the map, plan or descriptive matter by
the identifying signature of the chairman and secretary of
the Commission. An attested copy of the plan or any part
thereof or any substantial amendment or enlargement or addi-
tion thereto shall be certified by the Commission to and filed
with the Clerk of the Circuit Court of the County.

SEC. 4. And be it further enacted, That the making of the
general plan, including its parts, amendments, enlargements,
additions and further details, the protection of and the carry-
ing out of the plan, and the exercise of the planning, platting,
zoning, subdivision control, mapping and all other powers
granted in this Act to the Commission or to the District
Council shall be with the purposes of building and accomplish-
ing a coordinated, comprehensive, adjusted and systematic de-
velopment of the District, the coordination and adjustment of
said development with public and private development of other
parts of the State of Maryland, and the protection and pro-
motion of the health, safety, morals, comfort and welfare of the
present and future inhabitants of the District. In the prepa-
ration and making of the plan and the exercise of the zoning,
platting, subdivision control, mapping and other powers
granted to it in this Act, the Commission may act in conjunc-
tion and cooperation with the National-Capital Park and
Planning Commission created by Act of Congress approved
April 30, 193G, and may enter into such commitments and
agreements with the said National Capital Park and Planning
Commission as may in the discretion of the Commission seem
necessary. The Commission is further empowered to act in
conjunction and cooperation with representatives or officers of
the United States Government or of the State of Maryland,
including the State Planning Commission, the Annapolis
Metropolitan Sewerage Commission, the Anne Arundel County
Sanitary Commission, or of the county or of any district,
municipality or other local or district entity within the county
or within the State.

SEC. 5. And be it further enacted, That in the performance
of the functions and duties of the Commission, any member
