24A. The State Board of Health is hereby authorized and
empowered to adopt rules and regulations governing the filing
of records of births in those cases where certificates of birth
have not been recorded, and where it is impossible to obtain an
actual certificate of birth from the person in attendance upon
the mother at the time such birth occurred.
SEC. 2. And be it further enacted, That this Act shall take
effect on June 1, 1939.

AN ACT to repeal and re-enact with amendments Section 18
of Article 64A of the Annotated Code of Maryland (1924
Edition), title "Merit System" to regulate leave with pay
and provide for sick leave for classified service employees.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 18 of Article 64A of the Annotated Code
of Maryland (1924 Edition), title "Merit System", be and the
same is hereby repealed and re-enacted with amendments to
read as follows:
18. Every classified employee shall receive as vacation in
each calendar year a leave of absence with pay for fifteen
working days. In addition to such annual vacation leave, any
employee shall be entitled to sick leave with pay for not in
excess of fifteen working day in any calendar year; provided,
however, that if any employee in any calendar year uses less
that the full amount of sick leave allowable, two-thirds of such
unused leave shall be accumulated up to one hundred working
days and shall be available to such employee for sick leave
at any time. Any employee using three or more days sick
leave in any calendar month shall present a certificate from a
duly licensed physician before receiving any pay for the period
of such absence.
The Commissioner may by rule provide for granting leaves
of absence for longer periods with pay or with part pay to
employees who may he disabled either through injury or
illness as a result of, or arising from their respective employ-
ment; and shall make such rules as may be necessary to carry
out the provisions of this section.
