States owning real property in said Town to the value of
$200. 00, who do not reside therein, shall be entitled to vote
for said Commissioners but no person shall be eligible for the
office of Commissioner unless he shall be a citizen of the State
of Maryland and shall have resided in said Town for a period
of one year.
84B. The said Commissioners and all the officers in the
said corporation, before entering upon the duties of their
office, shall take an oath before some officer authorized by law
to administer oaths that they will diligently and faithfully,
to the best of their judgment and ability, discharge the duties
of their office without favor, partiality or prejudice; and said
Commissioners shall meet not more than one week after their
election and shall select one of their number President, who
shall preside at their meetings and preserve order; they shall
also select one of their number as Treasurer of said corpora-
tion to serve until his successor shall qualify, whose duties it
shall be to receive and receipt for all moneys belonging to said
corporation or to which it shall be in anywise entitled, to
collect and receive all taxes, general or special, levied upon
the assessed value of all property within said Town, and re-
ceive the fines and penalties imposed by said Board and to
discharge such other duties pertaining to his office as are, or
may be, imposed by law or any ordinance of said Board; pro-
vided, that before entering upon the duties of said office, the
said Treasurer shall give bond to the said President and Com-
missioners, with surety or sureties, to be approved by said
Board, in double the amount of money, which said Board shall
estimate will come into the hands of said Treasurer during the
term for which he shall be appointed, conditioned for the faith-
ful discharge of his said duties as Treasurer, and the said
Board shall have authority at any time to require the said
Treasurer to give additional bond or security, conditioned as
aforesaid, for the amount of money in his hands or to come
into his hands during his term of office which shall be greater
than is estimated as aforesaid by said Board. Said Treasurer
shall continue in office until his successor is appointed and
qualified, but shall be subject to removal by said Board for
neglect of duty, disobedience of orders or other malfeasance in
office. As the entire compensation for his services, which he
shall render under and by virtue of the powers and duties con-
ferred and laid on him by this Act, or the ordinance of said
Board, he shall receive such sum as shall seem proper to said
Commissioners, or a proper proportion thereof, in case he
should resign or be removed during his term of office, said
proportion to be rated for the time of his service and said
salary shall be paid as the said Board shall direct. Said
