HERBERT R. O'CONOR, GOVERNOR. 1199

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Sections 80, 82, 83 and 84 of Article 8, of the Code
of Public Local Laws of Maryland (1930 Edition), title "Cecil
County", sub-title "Charlestown", be and the same are hereby
repealed and re-enacted with amendments, and thirteen new
Sections be and the same are hereby added to said Article 8.,
under said title and sub-title, to follow Section 84 and to be
designated as Sections 84A, 84B, 84C, 84D, 84E, 84F, 84G,
84H, 84-I, 84J, 84K, 84L, and 84M, all of said Sections to read
as follows:

80. The inhabitants of the Town of Charlestown are hereby
incorporated. by the name of "The Commissioners of Charles-
town", and by that name shall have perpetual succession; may
sue and be sued; may purchase, hold and dispose of real, per-
sonal and mixed property for the use and benefit of the said
Town; may have and use a common seal which may be altered
at pleasure, and may make by-laws and regulations to pre-
serve order, remove nuisances, and promote the welfare of the
town, not contrary to the laws of this State.

82. If any vacancy shall occur by the death, resignation,
removal or refusal to act of any Commissioner of said Town,
or if any person elected as Commissioner of said Town shall
be disqualified for any cause, the remaining Commissioners
shall elect a proper person to fill said vacancy.

83. The said Commissioners shall appoint a Secretary and
shall prescribe his duties, and the entire compensation for all
the services he shall render as aforesaid shall be such sum as
shall seem proper to said Commissioners. All ordinances
passed by said Commissioners shall be entered by the Secre-
tary in a book to be kept by him for that purpose, and said
ordinances, or printed copies thereof, shall be kept for the in-
spection of any person interested, and they shall also appoint
a bailiff for the Town, who within the limits of said Town,
shall have all the powers and perform all the duties of con-
stables.

84. All the public property belonging to the Town shall
be vested in said Commissioners, who may sell or lease the
same for the benefit of the Town.

84A. Said Commissioners shall be five in number, and
shall be elected by ballot on the second Monday of January,
annually; all inhabitants of said Town who are citizens of
the State of Maryland, above twenty-one years of age, who
shall have actually resided in the Town for six months next
preceding the election, at which they shall offer to vote, and
all persons of the aforesaid age and citizens of the United
