Board shall have the power, at any time, to fill the vacancy
in said office of Treasurer caused by death, resignation, re-
moval or otherwise, and the preceding portion of this Section
shall apply to a Treasurer so appointed, expect as to the term
of his office, which shall be only to fill the unexpired term of
his predecessor.

84C. Said Treasurer shall have the same power and author-
ity to enforce the collection of Town taxes, general or special,
as are conferred upon the County Treasurer of Cecil County,
for the collection of State and County taxes by Section 156,
of Chapter 321, page 620, of the Laws of Maryland, 1937.

84D. All money belonging to the said corporation which shall
come into the hands of the said Treasurer during each week,
shall be deposited by him by the close of said week in some
bank in Cecil County to be designated by the said President
and Commissioners to the credit of the President and Com-
missioners, and the moneys thus deposited shall be drawn out
only by check signed by said Treasurer and countersigned by
the President of said Board, and in case of absence or dis-
ability of either or both of them, or a vacancy in either, or
both of said positions, then by check signed and countersigned
by such person or persons as said Board shall designate. All
documents, books and papers belonging to the Office of Treas-
urer are hereby declared to be the property of said body cor-
porate, and at all times subject to the examination of said
Board, and together with the money in his hands belonging
to said corporation shall, at the end of his term or upon his
removal from office, be turned over to his successor as soon as
he shall have qualified as aforesaid^ or to such person as said
Board may designate.

84E. Said Treasurer shall pay and discharge the obliga-
tions and debts of said corporation with the money so as afore-
said in his hands, and disburse the same only under the orders
and directions of the Board aforesaid, but no obligation shall
be discharged or debt paid unless the same has first been duly
exhibited to and passed by said Board and ordered to be paid
by it, and in no case shall said deposit or deposits be with-
drawn from said bank for any other purpose, except upon
resolution passed by said Board and entered upon its minutes.

84F. The President and Commissioners are hereby author-
ized, empowered and directed to levy during the month of
July, and cause to be collected, annually, taxes not less than
Ten Cents and not more than Twenty Cents on each $100. 00
of the assessed valuation of the real and personal property
in said Town, based on the State and County assessments for
all purposes, and any taxes so levied shall be a lien on any
