titled to vote in the next succeeding election notwithstanding
the original certification of their names.
The right to vote in town elections under this Charter, ex-
cept special elections under Section 960G (953G of this
Charter) shall depend entirely upon whether or not the name
of the person claiming such right shall have been certified in
accordance with the provisions of this Section.
Eight of appeal to the Circuit Courts of Montgomery and
Prince George's Counties, respectively, is hereby given any
person who shall consider himself aggrieved by the omission of
his name from any list of voters certified hereunder or revision
thereof.
SEC. 2. And be it further enacted, That the area in Prince
George's County described as follows be and the same is hereby
removed from the Corporate limits of the said Town: All of
that tract or tracts or parcels of land lying in Prince George's
County and bounded on the north by Old Bladensburg Road
(now known as University Drive); on the east by the corporate
limits of the Town of Takoma Park; on the south by the north
line of "Biggs Wood Lot"; and on the west by New Hempshire
Avenue, extended.
SEC. 3. And be it further enacted, That all Acts or parts
of Acts, laws and parts of laws, ordinances and parts of
ordinances, inconsistent herewith or contrary thereto, be and
the same are hereby repealed to the extent of such incon-
sistency.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths of
all of the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
