SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety and having
been passed by a yea and nay vote by three-fifths of all the
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 7.
(House Bill 70)
AN ACT to repeal Section 199 of Article 24 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wor-
cester County", sub-title "Pocomoke City", and to enact a
new Section 199 in lieu thereof, providing for the registra-
tion of the qualified voters in Pocomoke City and for the
election of a Mayor and Councilmen of said city.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 199 of Article 24 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Worcester
County", sub-title "Pocomoke City", be and it is hereby re-
pealed and that a new Section 199 be enacted in lieu thereof
to read as follows:
199. (a) Every citizen of Pocomoke City who has resided
within the corporate limits of said Town for six consecutive
months preceding any Town Election, and who was a qualified
voter at the last preceding State or Congressional Election, or
who may reach the age of twenty-one years between the first
Tuesday after the first Monday of November, and the date of
any Town Election, as hereinafter provided, shall be a duly
qualified voter of the Town, and every duly qualified voter of
the Town who is duly registered, in accordance with the pro-
visions of this Act, shall be entitled to vote at any and all
Town Elections.
(b) It shall be the duty of the Mayor, on or before the
tenth day of February, in each and every year, to appoint as
Registrars of voters in the said Town, two residents and quali-
fied voters of the Town of Pocomoke City. The Registrars so
appointed shall qualify within five days after their appoint-
ments, and shall, before entering upon the discharge of their
duties, make oath in due form of law before some Notary
