Colesville Road and Avalon Avenue shall be made until there
is filed with the Mayor and Common Council of Riverdale by
the owners of property located in the town abutting on said
street a signed petition requesting such improvement, which
petition shall conform in all respects as to the number of
abutting feet of frontage and other requirements made by law
applicable to petitions for the making of similar improvements
in the town of Riverdale and a like signed petition is filed
with The Mayor and Common Council of Hyattsville by the
owners of property located in the town abutting on said street
requesting such improvement, which petition shall conform in
all respects as to the number of signers and other require-
ments with the law applicable to the making of similar im-
provements in the town of Hyattsville, provided that such per-
manent improvement of said street may be made in not more
than two projects; that is from the southern line of Colesville
Road to West Madison Avenue and from West Madison Ave-
nue to the northern line of Avalon Avenue.

SEC. 5. And be it further enacted, That upon the receipt
of such similar petitions, specifying the type and kind of road-
way or improvement desired, which petition may also request
the construction of sidewalks, curbs and gutters on both sides
of the street, said Mayor and Common Council of the respec-
tive towns are authorized to make such improvement and shall
by ordinance provide for the joint advertising for bids and for
the execution of a joint contract to the lowest responsible bid-
der for its construction but the liability of each town under
such contract shall not exceed one-half of the total cost of the
improvement.

SEC. 6. And be it further enacted, That the Mayor and
Common Council of Riverdale and The Mayor and Common
Council of Hyattsville are each hereby authorized to borrow
such sums of money on their several credit as is necessary
to meet the one-half share of the total cost to be paid by the
respective towns and to issue therefor promissory notes, bonds
or other certificates of indebtedness as in the case of other
street improvements which the town is authorized by law to
make.

SEC. 7. And be it further enacted, That the Mayor and
Common Council of each town shall assess and prorate its
one-half share of the total cost against the property within its
limits abutting on the improvement in accordance with the
law applicable to the making of assessments for similar im-
provements within the town and all provisions of existing law
governing the giving of notice, hearing, assessment, time for
