saries or branch dispensaries, provided that such shipment is
not prohibited by law applicable in the place where shipment
is consigned.
48-I. The Liquor Control Board shall keep accurate records
of all purchases of alcoholic beverages, which records shall
be open to inspection by the Comptroller or any of his Depu-
ties or inspectors during all regular business hours, and shall
also prepare and forward to the Board of County Commis-
sioners a report for the period ending on April 30th in each
year, which report shall contain a full and complete statement
of the business transacted by the Board and the results of the
operation of the dispensaries or branch dispensaries estab-
lished under the authority of this Act. The books of the
Liquor Control Board shall be audited as of June 30th each
year in the same manner as the books of the County Treas-
urer.
48J. All net profits arising from the operation of said
dispensaries or branch dispensaries shall be first applied to-
wards the payment of any and all sums advanced to or bor-
rowed by the Liquor Control Board. After such sums have
been paid, the said Board shall be authorized to create and
maintain a reserve fund not to exceed five thousand dollars
($5, 000. 00), to provide adequate working capital and to meet
any losses that may be sustained by the Board in the opera-
tion of such dispensaries. All net profits in excess of the above
shall belong to and be paid over to the County Commissioners
of Talbot County on or before June 1, in each and every year,
SEC. 2. And be it further enacted, That at the general elec-
tion to be held in November, 1940, there shall be submitted to
the legal and qualified voters of Talbot County the question as
to whether the Liquor Control Board of Talbot County shall
establish County dispensaries in said County. At said election
the vote upon the above question shall be by ballot and, on
the ballots to be used, the Supervisors of Elections of said
County shall have printed on one line the words "For County
Dispensaries" and on the next line "Against County Dispen-
saries", with a square opposite said words at the right end of
each line so that each voter can indicate his or her choice on
said question.
The said election shall be conducted and the results thereof
ascertained in accordance with the Constitution and laws of
the State relating to elections and, if it shall appear from the
results of said election that a majority of the votes cast are
"Against County Dispensaries", then the provisions of Sec-
tions 48H, 48-I and 48J shall be null and void and the said
Liquor Control Board shall not establish any dispensary in
