SECTION 1. Be it enacted by the General Assembly of Mary-
land, That when the reassessment of the taxable property of
Montgomery County due to be commenced in 1939 shall have
been completed, as provided by law, the Board of County Com-
missioners shall, if possible within the limitations hereinafter
fixed, publish in some newspaper of general circulation of
Montgomery County or in a pamphlet or booklet form and
make distribution thereof generally for the information of the
residents of the County a list of the assessed property in the
County, setting forth the name or names of each piece or
parcel thereof, showing the land value and improvements
thereon separately, together with the designation thereof,
either in acreage or square foot units or by lot and square
number, or other appropriate designation. In the event the
said Board of County Commissioners shall, in its judgment,
be unable to procure the proper publication and distribution
of the aforesaid information within the limits of the sum
hereinafter set forth, it may, if in its judgment the same shall
be deemed advisable and expedient, publish appropriate statis-
tical information respecting the assessment, setting out in-
dividual assessments in designated classifications either as
to amount of assessments or types of property, the assessments
of the larger properties throughout the County, or the average
land values by streets or subdivisions or roads, or whatever
data may in its judgment be in the public interest. The publi-
cation of any of the information in this paragraph provided
for and the means of its distribution shall be in the sole dis-
cretion and judgment of the Board of County Commissioners,
but in no event shall the total cost thereof exceed the sum of
Seventy-five Hundred Dollars ($7, 500. 00).

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
