1016 LAWS OF MARYLAND. [CH. 477

Section 3 of said Article, increasing the annual license fees
for beer and wine licenses in Washington County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it is hereby added to Article
2B of the Annotated Code of Maryland (1935 Supplement),
title "Alcoholic Beverages", sub-title "Classes of Licenses",
said new section to be known as Section 3A, and to follow im-
mediately after Section 3 of said Article, and to read as fol-
lows:

3A. In Washington County the annual fee for a beer and
wine on sale license of any class shall be twenty-five dollars
(|25. 00) per annum more than the fee for an on sale beer
license of the same class.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

CHAPTER 477.
(House Bill 580)

AN ACT to provide for the establishment of rules, regulations
and orders respecting construction, maintenance, grading
and repairing of public highways in special taxing areas
of Montgomery County, and to make any violation thereof
a misdemeanor.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That the Citizen's Committee of any special taxing area,
which Committee has the authority and duty to pave and
maintain streets, roads or other highways in its area, is here-
by authorized to adopt, and from time to time, change and
amend reasonable rules, regulations and orders with reference
to the proper construction, maintenance, improvement, grading
and repairing of the roads, lanes, streets, alleys, avenues,
bridges or other highways in said taxing area, including those
dedicated for public use. Thereafter no public road, lane,
street, alley, avenue, bridge or other highway within such
special taxing area, including those dedicated for public use,
shall be constructed, repaired, graded, improved or main-
tained by any person, association or corporation unless such
construction, repairing, improvement, grading or maintenance
