ty as may be prescribed by the Board of County Commission-
ers of Montgomery County, with a surety or sureties to be
approved by the said County Commissioners, conditioned that
such employee will well and faithfully perform his or her
duties as an employee of Montgomery County, and will ac-
count for and pay over to the Treasurer of Montgomery Coun-
ty all sums of money so received by such employee.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
of the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

CHAPTER 470.
(House Bill 543)
AN ACT to authorize the Board of County Commissioners of
Montgomery County to levy the sum of Five Thousand Dol-
lars ($5, 000. 00) upon the taxable property in Montgomery
County and to pay said sum to the Brookings Institution.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Montgomery
County be, and it hereby is authorized and empowered to make
a levy upon the taxable property in Montgomery County in
the sum of Five Thousand Dollars ($5, 000. 00), and to pay the
sum so levied to the Brookings Institution of Washington,
D. C., as compensation for its services in conducting a survey
of the government of Montgomery County.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

AN ACT to repeal Sections 3 and 4, Chapter 273 of the Acts
of the General Assembly, Session of 1933, pertaining to the
appointment of assessors for Montgomery County.
