five hundred dollars, and shall hold their office for four
years (except as hereinbefore provided), and until the qualifi-
cation of their successors.

SEC. 2. And be it further enacted, That the Board of
Supervisors of Elections of Havre de Grace shall cause this
Act to be printed and published in some newspaper, or news-
papers, published in Havre de Grace, at least twice during
the month of April, 1931.

SEC. 3. And be it further enacted. That the Board of
Supervisors of Elections of the City of Havre de Grace shall
cause to be placed upon the official ballot to be voted upon
on May 4, 1931, with appropriate brackets, or squares, oppo-
site thereto so that the voters may conveniently pass upon the
above the following propositions:

For four-years terms for the Mayor and
City Council

Against four-year terms for the Mayor and
City Council

And said votes for and against shall be counted and tallied
by the election officials appointed to conduct said election of
May 4, 1931, and if a majority of said voters shall vote for
four-year terms for the Mayor and City Council then this Act
shall take immediate full force and binding effect and all
candidates elected on May 4, 1931, shall hold office for four
(4) years and in accordance with the aforesaid Act. But if
a majority of the voters of the City of Havre de Grace shall
vote against four year terms for the Mayor and City Council
then said candidates elected on May 4, 1931, shall hold office
for the terms formerly heretofore in effect and this Act shall
be null and void and of no binding force whatsoever.

SEC. 4. And be it further enacted, That it is hereby de-
clared that this is an emergency law and necessary for the
immediate preservation of the public health and safety and
the same having been passed upon a yea and nay vote, sup-
ported by three-fifths of all the members elected to each of the
two houses of the General Assembly, the same shall take effect
from the date of its passage.
