thirty-one and biennially thereafter on or before said date the
Mayor shall likewise appoint a citizen having the qualifica-
tion aforesaid to fill the vacancy occasioned by the expiration
of the term of the retiring member of said Board. And in
the event of the death, resignation or removal from the city
of any member of said Board the Mayor shall in like manner
appoint a citizen having the qualifications aforesaid to fill
out the unexpired term thereby occasioned. "No member of
said Board shall be eligible to an elective office under the
City Government during the term for which he is appointed.

Before entering upon the discharge of their duties said
Supervisors of Elections shall each take and subscribe before
some justice of the peace of Harford County the following
oath of office:

"I, ..........................., residing in the City

of Havre de Grace, do solemnly swear (or affirm) that I am
a legal voter and taxpayer in the City of Havre de Grace;
that I will support the Constitution of the United States, and
that I will be faithful and bear true allegiance to the State
of Maryland and support the Constitution and laws thereof;
and that I will faithfully and impartially discharge the duties
of Supervisor of Elections for the said City of Havre de
Grace to the best of my ability. "

The said Board shall organize biennially by electing one of
their number to be President, and they shall receive such
compensation as the Mayor and Council may by ordinance pre-
scribe.

290.      The Mayor shall be a person of known integrity,
experience and sound judgment, not less than thirty years of
age, ten years a citizen of the United States, and five years
a resident of the said city next preceding the election, and
for six months next preceding assessed upon the assessment
books of said city with real property to an amount not less
than one thousand dollars, and shall hold his office for four
years, and until the qualification of his successor.

291.      The City Council shall consist of six members who
shall be citizens of the United States above twenty-five years
of age, residents of said city for three years next preceding
their election, and at the time of their election and for six
months next preceding, be assessed upon the assessment books
of said city with real property to an amount not less than
