amendments, and all to be submitted for final approval or
rejection to the voters of the City of Havre de Grace so as
to read as follows:
271. All citizens of the United States above the age
of twenty-one years, who have resided in said city not less
than one year next preceding a municipal election and who
were on the first day of January next preceding the election
assessed on the tax books of said city with at least two hundred
dollars worth of real or personal property, and whose names
shall appear upon the list of registered voters of said city, as
hereinafter provided, and who have paid the tax levied for the
preceding year on not less than the amount aforesaid one
month before the day of election, shall be the qualified voters
of said, city, and as such shall be entitled to vote at any
election held under the provisions of this charter.
The said qualified voters shall on the first Monday in May
in the year 1931 and every four (4) years thereafter elect a
Mayor to serve for four (4) years and until the qualification
of his successor, and the said voters shall on the first Monday
of May, 1931, at the same time and place and every two (2)
years thereafter elect three members of the City Council to
serve for four (4) years and until the qualification of their
successors, and the terms of John S. Thorpy, A. Hamlin Car-
ver and Howard E. Springer, whose terms of office will expire
on the third Monday in May, 1932, are hereby extended one
(1) year so as to expire on the third (3rd) Monday in May,
1933, and until the qualification of their successors; and every
two (2) years after the first (1st) Monday in May, 1933, said
qualified voters upon the first (1st) Monday in May shall
elect three (3) members of the City Council to serve for four
(4) years and until the qualification of their successors, to
succeed those three (3) whose terms are next to expire,
273. The Mayor, by and with the advice and consent of
the City Council, shall on or before the second Monday in
April, in the year nineteen hundred and thirty-one, appoint
three persons registered voters and taxpayers of said city and
not office holders under the City Government who shall consti-
tute a Board of Election Supervisors for the City of Havre de
Grace, one of whom shall be appointed for six years, one for
four years, and one for two years, and until their respective
successors shall be appointed and qualified. And on or before
the first Monday in June in the year nineteen hundred and
