limiting the time within which the State Industrial Accident
Commission may modify final awards of compensation.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 54 of Article 101 of the Annotated
Code of the Public General Laws of Maryland, Edition of
1924, title "Workmen's Compensation, " sub-title "Claims and
Compensation; Benefits, " be, and the same is hereby repealed
and re-enacted, with amendments, so as to read as follows.:

54. The powers and jurisdiction of the Commission over
each case shall be continuing and it may from time to time
make such modifications or change with respect to former find-
ings or orders with respect thereto as in its opinion may be
justified; provided, however, that no modification or change
of any final award of compensation shall be made by the Com-
mission unless application therefor shall be made to the Com-
mission within one year next following the final award of
compensation.

SEC. 2. And be it further enacted. That this Act shall take
effect on June 1st, 1931.

CHAPTER 343.

AN ACT to repeal and re-enact, with amendments, Sections
271, 273, 290 and 291 of Article 13 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Harford
County, " sub-title "Havre de Grace, " to provide for the
extension of the terms of certain elected officers, of said
city; to provide fewer elections in said city and to submit
the proposition to the qualified voters of said city for ap-
proval or rejection at the election to be held May 4, 1931.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 271, 273, 290 and 291 of Article
13 of the Code of Public Local Laws of Maryland (1930
Edition), title "Harford County, " sub-title "Havre de Grace, "
