diate preservation of the public health and safety, and the same
having been passed upon a yea and nay vote, supported by
three-fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 328.
AN ACT to repeal and re-enact, with amendments, Section
154 of Article 13 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Harford County, " sub-title "Bel
Air, " authorizing special election relating to the establish-
ment of sewerage system in the Town of Bel Air.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 154 of Article 13 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Harford
County, " sub-title "Bel Air, " be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
154. At the next regular election of the Town Commis-
sioners of the town of Bel Air, or at any special election called
for the1 purpose, there shall be submitted to the qualified voters
of the town the question whether a sewerage system and sew-
age disposal plant shall be constructed, and at such election the
ballots cast upon such question shall have the words "For
Sewerage System, " and "Against Sewerage System" thereon,
and if a majority of the votes cast upon such question shall be
"For Sewerage System" then the Town Commissioners or a
majority of them shall proceed to execute the powers vested
in them by this Act, but a majority of the votes cast shall be
"Against Sewerage System" then this Act shall be in abeyance
and the same question may be voted upon in the same manner
at any succeeding municipal election, or -at any special election
called for that purpose, at which said Commissioners of Bel
Air may, in their discretion, submit it, and when submitted
and favorably passed upon by the voters as aforesaid the pro-
visions of this Act shall become immediately effective. Pro-
vided, that the laws or ordinances governing regular elections
shall apply at any special election called under the provisions
