and be collectible in the same manner as are the other costs
in such proceedings; and provided further that such vendor
or mortgagee shall render, upon demand by the landlord, a
true statement of the balance due under such conditional con-
tract of sale or mortgage, and when said balance is paid, shall
release unto said landlord such conditional contract of sale or
mortgage.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1931.

CHAPTER 327.

AN ACT to add a new section to Article 13 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Har-
ford County, " sub-title "Havre de Grace, " said new section
to be known as Section 391 A, to follow immediately after
Section 391 of said Article, to allow the sale of any public
utility owned by the Mayor and City Council of Havre de
Grace.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 13 of the Code of Public Local Laws of Maryland
1930 Edition), title "Harford County, " sub-title "Havre de
Grace, " said new section to be known as Section 391 A, to
follow immediately after Section 391 of said Article, and to
read as follows:

391 A. Provided, further, that the property and assets and
good will of any public utility or service, owned by the Mayor
and City Council of Havre de Grace, a corporation, may be
sold, if the sale is deemed advisable, under such conditions and
to such person, or persons, and at such time, or times, as may
be deemed to be advisable, under the provision of the Charter
of the City of Havre de Grace, governing the sale of its prop-
erty; the consent of the qualified voters to said sale having
been first obtained in the manner therein provided.

SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
