funds necessitated by the non-payment of the said taxes; and
provided, further, that such certificates of indebtedness must
be retired as they mature from time to time with the pro-
ceeds of the redemptions of such property from tax sales, or
from the sale of the said property. The said County Commis-
sioners are directed, authorized and empowered to include in
their annual levy of taxes for the year within which any
certificates of indebtedness issued under the provisions of this
section shall become due and payable such sums as may be
necessary to pay said certificates in the event that the prop-
erty so bought shall not have been sold by the County Com-
missioners or have been redeemed from said tax sale by the
payment of all taxes in arrears and interest and costs thereon
prior to the making up of such annual levy.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate protection of the public health and safety, and being
passed by yea and nay vote, supported by three-fifths of all of
the members elected to each of the two houses of the General
Assembly of Maryland, and shall take effect from the date of
its passage.

CHAPTER 53.
AN ACT to add a new section to Article 1 of the Code of
Public Local Laws of Maryland, title "Allegany County, "
sub-title "Justices of the Peace and Constables, " said new
section to be known as Section 355A and to follow imme-
diately after Section 355 of the Code of Public Local Laws
of Maryland, of 1930, and to provide for the appointment
of one Justice of the Peace, and none other, for Election
District Number Thirteen in Allegany County, Maryland,
and to provide an annual salary for said Justice of the
Peace for said Election District Number Thirteen.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section to Article 1 of the Code of Pub-
lic Local Laws of Maryland of 1930, title "Allegany County, "
