CHAPTER 52.

AN ACT to amend Section 143, of Chapter 16 of the Pub-
lic Local Laws of Maryland, title "Montgomery County, "

sub-title "County Commissioners, " said section being desig-
nated as Section 213 of said Article 16 in the recodification
thereof edited by Horace E. Flack and legalized by Chap-
ter No. 193 of the Acts of the General Assembly of Mary-
land, Session of 1929, in order to authorize the County
Commissioners of Montgomery County to borrow money
and issue certificates of indebtedness upon the faith and
credit of the county against any property purchased by said
County Commissioners at any tax sale conducted by the
County Treasurer.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 143 of Chapter 16 of the Public Local
Laws of Maryland, title "Montgomery County, " sub-title
"County Commissioners, " said section being designated as
Section 213 of said Article 16 in the recodification thereof
edited by Horace E. Flack and legalized by Chapter No. 193
of the Acts of the General Assembly of Maryland, Session of
1929, be and the same is hereby repealed and re-enacted, to
read as follows:

143. The County Commissioners of Montgomery County
are hereby authorized and empowered to purchase any real
estate offered for sale for the payment of taxes; provided they
shall not pay a sum greater than the taxes in arrears on said
property and the interest and expenses of sale and costs and
fees and to sell or lease the same as in their judgment and
discretion shall be deemed best for the interest of the county;
and they are further authorized and empowered to issue upon
the faith and credit of Montgomery County, from time to
time as they may in their discretion deem necessary, certifi-
cates of indebtedness in sums equal to the said taxes, with
interest thereon and the expenses of sale on property so pur-
chased, said certificates to bear such interest and for such
terms not exceeding three (3) years from the date of issu-
ance thereof, as the County Commissioners may deem neces-
sary. The proceeds from the sale of said certificates of in-
debtedness shall be then placed in the County Treasury and
used for the purpose of refunding the deficiency in county
