passed upon a yea and nay vote, supported by three-fifths of all
members elected to each of the two Houses of the General As-
sembly, the same shall take effect from the date of its passage..

CHAPTER 318.
AN ACT to add a new section to Article 22 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wash-
ington County," sub-title "County Commissioners, " said new
section to be known as Section 149A and to follow immedi-
ately after Section 149 of said Article, authorizing and direct-
ing the County Commissioners1 of Washington County to pay
to the, Mayor and Council or the Burgess and Commissioners
of the incorporated cities and towns in said county certain
sums of money for the repair, maintenance and/or improve-
ment of streets and roads.
WHEREAS, The taxes levied for roads and bridges in Washing-
ton County. are levied upon the property situated within or
owned by residents' of the several incorporated cities1 and towns,
in Washington County; and
WHEREAS, The County Commissioners are not authorized to
expend any of the receipts from said road and bridge taxes upon
the roads, streets or bridges within the corporate limits of said
cities and towns; and
WHEREAS, This results in a discrimination against the tax-
payers in said cities and towns; therefore,
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
22 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Washington County, " sub-title "County Commis-
sioners, " said new section to be known as Section 149A, to fol-
low immediately after Section 149 of said Article, and to read
as follows:
149A. On or before May 1, 1932, and on or before May 1st
in each and every year thereafter, the County Commissioners of
Washington County shall pay the following sums of money: To
the Mayor and Council of Hagerstown, $25, 000; to the Burgess.
and Commissioners of Williamsport, $2, 500; to the Burgess and.
