by respectfully suggested to this committee that the new gram-
mar school at Queenstown should be utilized to its fullest
capacity, that the high school and grammar school at Queen
Anne should be utilized to its fullest capacity, that the erection
of a lunch room on the grounds of the Centreville Grammar
School would probably release an additional class room in
the present Centreville Grammar School building. If, after
thoroughly studying the whole situation, said committee is con-
vinced that the present overcrowded condition of the Centre-
ville Grammar School can only be relieved by an addition to
said building or the erection of a new building, then they are
requested to get plans and estimates of cost and submit to the
County Commissioners- of Queen Anne's County for their rati-
fication and approval. No money is to be expended through
this Act to take care of any situation arising from the closing
of any school now open in Queen Anne's County.

SEC. 5. And be it further enacted, That if after the thor-
ough investigation provided for above the said committee are
convinced that the only relief of the present overcrowded con-
dition of the Centreville Grammar School is through the erec-
tion of an addition to the present Centreville Grammar School
building or the erection of a new building, then in that event
said committee shall obtain definite plans and definite esti-
mates of cost from a competent architect and submit said plans
to the Board of County Commissioners of Queen Anne's
County for their formal ratification and approval.

SEC. 6. And be it further enacted, That after the said plans
are ratified and approved by the County Commissioners of
Queen Anne's County they shall advertise at least once a week
for three successive weeks in three newspapers published in
Queen Anne's County for bids for the construction of an addi-
tion to the Centreville Grammar School building and shall
award a contract for said addition to the lowest responsible
bidder, who shall enter into contract and execute a sufficient
bond with approved security for the erection and completion
of an addition to said Centreville Grammar School, the said
County Commissioners have the power to reject any and all
bids and advertise for other bids.

SEC. 7. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being:
