name shall have perpetual succession, sue and be sued, and
have and use a common seal.

405A. All the powers, duties and authority heretofore
vested in the Burgess and Commissioners of Taneytown by
Sections 406 to 434, inclusive, of Article 7 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Carroll
County, " sub-title "Taneytown" (being the charter of the town
of Taneytown) are hereby vested in the Mayor and City
Council of Taneytown, and that all the powers., duties and
authority vested in the Burgess by said sections are hereby
vested in the Mayor of Taneytown, and all the power, duty
and authority vested in the Commissioners of Taneytown by
said sections are hereby vested in the City Council of Taney-
town, and the person who, at the time this Act shall take effect,
is lawfully discharging the duties of the Burgess of Taney-
town shall continue in the office of Mayor of Taneytown, and
the persons who, at the time this Act shall take effect, are law-
fully discharging the duties of Commissioners of Taneytown
shall continue in the offices of members of the City Council of
Taneytown, and all persons heretofore appointed to offices or
positions by or under the authority of the Burgess and Com-
missioners of Taneytown shall continue in such office or posi-
tion under the Mayor and City Council of Taneytown until
their successors are duly elected, appointed and qualified.

405B. All ordinances, by-laws and resolutions heretofore
passed or enacted by the Burgess and Commissioners of Taney-
town and now in force, are hereby continued in force until
repealed, superseded or amended by the: Mayor and City Coun-
cil of Taneytown and that all debts, obligations and liabilities
heretofore assumed by the Burgess and Commissioners of
Taneytown or for which the Burgess and Commissioners of
Taneytown are liable, are hereby declared to be the debts,
obligations and liabilities of the Mayor and City Council of
Taneytown, and all property, rights and credits belonging to
the Burgess and Commissioners of Taneytown or to which the
Burgess and Commissioners of Taneytown are entitled, are
hereby declared to be the property, rights, and credits of the
Mayor and City Council of Taneytown.

407. All persons who have resided within the said corpo-
rate limits of the Town of Taneytown for twelve months next
preceding the election, and who are qualified to vote for dele-
