CHAPTER 156.

AN ACT to authorize, direct and empower the Board of Coun-
ty Commissioners of Montgomery County to borrow upon
the faith and credit of said county to the amount of two
hundred thousand ($200, 000. 00) dollars, and to issue and
sell serial coupon bonds therefor, the proceeds thereof to be
used for the purpose of refunding to the Treasury of Mont-
gomery County the amounts expended from the emergency
fund established by Chapter No. 318 of the Acts of 1927.

WHEREAS, Under the provisions of Chapter No. 318 of the
Acts of the General Assembly of Maryland, Session of 1927,
the Board of County Commissioners of Montgomery County
was authorized and empowered to borrow money upon the faith
and credit of said county, and to issue certificates of indebted-
ness therefor, and

WHEREAS, Said Board of County Commissioners under the
provisions of said Act was authorized and empowered to ex-
pend any money so borrowed for the purpose of building or
constructing any improvement for county purposes, provided
that such improvement was determined by resolution of said
County Commissioners to be necessary for the protection of
the health, morals, safety and welfare of the county, and

WHEREAS, The said County Commissioners did on, to wit:
the twenty-fifth day of February, A. D. 1930, by resolution
determine that it was necessary for the protection of the health,
morals, safety and welfare of the^ county that additional land
be acquired for the purpose of constructing a new courthouse
building thereon, and did further determine that the money
authorized to be borrowed under the provisions of said Chap-
ter No. 318 of the Acts of the General Assembly of Maryland,
otherwise known as "The Emergency Fund, " should be ex-
pended for acquiring of additional land for the purpose of con-
structing said courthouse building, and

WHEREAS, The said Board of County Commissioners did
borrow the sum of two hundred thousand ($200, 000. 00) dol-
lars, issued its certificates of indebtedness therefor, and did
expend the said sum in acquiring additional land for the con-
struction of said courthouse, options thereon and expenses in
connection therewith, and
