ments; and that four new sections be and they are hereby
added to said Article, said new sections to be known as Sec-
tions 21A, 21B, 21C and 21D, to follow immediately after
Section 21 of said Article, and all to read as follows:
19. The Mayor, Counselor and Aldermen of the City of
Annapolis at its regular meeting during the month of July in
each and every year shall elect from its members a committee
of not more than three members, which shall prepare and sub-
mit to the said Mayor, Counselor and Aldermen of the City
of Annapolis, after an examination to test the moral, mental,
physical and educational qualifications, an eligible list in order
of merit of those applicants accepted, from which appointments
and promotions in the Fire Department of Annapolis shall be
made and such appointments and promotions shall be made
in no other manner. The said committee as herein pro-
vided shall proceed under such rules and regulations as the
said Mayor, Counselor and Aldermen of the City of Annapolis-
shall hereafter approve.
20. All appointments by the Mayor, Counselor and Alder-
men of the City of Annapolis, in said Fire Department as
provided for in Section 19 of this Article shall be on proba-
tion for a period of one year after their appointment and may
be dropped by the Mayor, Counsel and Aldermen of the City
of Annapolis, if deemed unsuitable for the service to which.
they were appointed. After one year of service members of
the Fire Department may be removed by the Mayor, Counselor
and Aldermen of the City of Annapolis only for official mis-
conduct, inefficiency, or physical disability, and before a mem-
ber may be dismissed for misconduct or inefficiency, charges
in writing must be filed against him specifying the time, char-
acter and place of such misconduct or the particulars of such
inefficiency, and a trial held before the committee after five-
days' notice to the accused.
21. A member of the Fire Department may be retired"
from the department after twenty years of active service on a
retirement salary of $50. 00 per month, if permanently inca-
pacitated for active duty, if they contribute three per centum
of their current salary to a pension fund. There shall be no-
provisions in the law under which a member of the Fire De-
partment may apply for retirement or be retired at a certain
