of sale as provided in said Section 99; provided, however, that
said notice shall be published once a week for three successive
weeks immediately preceding the date of the sale, and provided
that the date of the sale shall be the second Monday of the
month next ensuing the date of default.
Provided, however, that the provisions of this section shall
only apply to the levies of 1930 and 1931 and that thereafter
this section, shall have no force or effect; provided, further, that
the County Commissioners of Howard County shall levy in. the
year 1931: such sum of money to pay the present Treasurer for
the extra duties imposed upon him by this section as shall be
agreed upon by the Board of County Commissioners and said
Treasurer.
Sec. 2. And be it further enacted., That this Act is hereby
declared to be an emergency law and necessary for the immediate
preservation of the public safety, and being passed upon a yea
and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 2.
AN ACT to provide for registration days, primary elections and
the qualifications of voters in. the City of Williamsport, Wash-
ington County, Maryland.
Section 1. Be it enacted by the General Assembly of Mary-
land, That on the first Monday of March, 1931, and on the first
Monday of March of each and every year thereafter an election
shall be held for the purpose of electing officers of the Munici-
pal Corporation of said "Williamsport, and that all the citizens
of Williamsport twenty-one years of age, who shall have resided
within the corporate limits of said. town, six months preceding
the election, and who are registered voters as hereinafter set
forth, shall be entitled to vote at said election. All citizens of
Williamsport who are registered voters as hereinafter set forth,
and only those who have during the year immediately preceding
any election been assessed and paid taxes on real or personal
property in said town, and who shall not be in arrears for taxes
to said corporation at. the time of said election shall be eligible
to hold any of the offices provided for.
