all to be printed on said ballots, so as to give the voter a clear
opportunity to designate by a cross-mark (X) in the proper
square or box, his or her decision for or against said bonds;
the returns of said election shall be made in the same manner
as is provided for in the said municipal election; and if a
majority of the votes cast upon such question shall be "For
Water, Sewer and Street Bonds, " then the Mayor and Council
of Snow Hill shall proceed to exercise the rights and powers
authorized by this Act, but if a majority of the votes cast shall
be "Against Water, Sewer and Street Bonds, " then this Act
shall be of no effect and no bonds shall be issued hereunder.
SEC. 8. And be it further enacted. That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed upon a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses of
the General Assembly, the same shall take effect from the
date of its passage.

CHAPTER 142.
AN ACT to repeal and re-enact, with amendments, Section
760 of Article 11 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Frederick County, " sub-
title "Thresher's Lien, " to change the time in which threshers
having a lien on grain shall file notice of the same in the
office of the Clerk of the Court of said county.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 760 of Article 11 of the Code of Pub-
lic Local Laws of Maryland (1930 Edition), title "Frederick
County, " sub-title "Thresher's Lien, " be and the same is here-
by repealed and re-enacted, with amendments, to read as fol-
lows:
760. Any person entitled to a lien under this sub-title shall,
within sixty days after the threshing is completed, file
in the office of the clerk of the court of the county in which the
grain was grown, a statement in writing verified by oath,
