highways and bridges in Montgomery County as constituent
part of the general system of improved State roads, bridges and
highways, and in allocating such sum for the construction and
improvement of roads and highways the board may, in its
discretion, further allocate the portion of said sum to be paid
over to the State Roads Commission of Maryland to be ex-
pended by said Commission for the construction of roads under
the supervision and direction of its engineers and officials, and
may further allocate any portion of said sum to be expended
by said Board of County Commissioners, its agents and em-
ployees, or by contract with said Board of County Commis-
sioners in constructing and improving permanent, improved
highways in Montgomery County.
SEC. 5. And be it further enacted, That the County Com-
missioners of Montgomery County are hereby authorized, em-
powered and directed, in an effort to alleviate the general con-
dition of unemployment existing in Montgomery County and
elsewhere through the State of Maryland, to recommend to
and cooperate with such contractors as may be engaged in the
construction and erection of the improvements hereinbefore
provided for to the end that, as far as practicable, the labor,
both skilled and unskilled, necessary in the construction work
shall be selected from the residents, citizens and inhabitants
of Montgomery County and the State of Maryland.
SEC. 6. And be it further enacted, That for the purpose of
retiring bonds authorized to be issued under this Act and the
payment of interest thereon, the County Commissioners of
Montgomery County are hereby authorized and directed to
levy against all the assessable property within the said Mont-
gomery County, beginning with the next annual levy following
the issuance of bonds hereunder and continuing annually
thereafter, on each $100. 00 of such assessable property, such
sum or sums as may be necessary to pay the interest on the
bonds issued in pursuance of the authority herein granted and
to retire said bonds at maturity.
SEC. 7. And be it further enacted, That this Act is de-
clared to be an emergency law and necessary for the immediate
preservation of the public health and safety, and being passed
by a yea and nay vote, supported by three-fifths of all the
members elected to each of the two Houses of the General
