232                         LAWS OF MARYLAND.                 [CH. 108

SEC. 4. And be it further enacted, That the actual cash
proceeds from the sale of said bonds shall be used exclusively
for the following purposes, to-wit:

(a)   For the payment of the cost of engraving or printing
said bonds; for the payment of the cost of advertising; and
for all other incidental costs and expenses connected with the
issuance of said bonds.

(b)    The remainder of the proceeds from the sale of said
bonds shall be used, expended and applied by said Board of
County Commissioners as follows:

Out of the proceeds of the bonds authorized to be sold in each
year the Board of County Commissioners shall pay over to
the Board of Education of Montgomery County such a sum
as shall be determined upon by the Board of County Commis-
sioners after a consideration of the suggestions, plans and rec-
ommendations of the Board of Education, and the Board of
Education shall expend such sum in accordance with the
designations as to location of school buildings, manner and
character of improvements thereof, or the acquiring of land
therefor, as shall be designated by the said Board of Coun-
ty Commissioners at the time of the allocation of funds
above mentioned for the purpose of building, constructing, re-
building, reconstructing, repairing, remodeling or enlarging
school buildings, for acquiring land by purchase or condemna-
tion and options on land, for the cost of condemnation, if re-
quired, for plans, specifications and architects' fees for said
construction, and for the furnishing and equipping of school
buildings and maintaining in Montgomery County an adequate
system of free public schools in conformity with the statutes
and regulations giving jurisdiction and authority to the State
Board of Education in respect to the maintenance and opera-
tion of a system of State education, provided that in the con-
struction of any new school building or the acquiring of any
land therefor, the approval of the Board of County Commis-
sioners shall be first procured by said Board of Education be-
fore the execution of any contract for the construction of build-
ings or the acquisition of land; and the Board of County Com-
missioners shall further allocate, in its discretion, out of the
proceeds of the bonds so authorized to be issued and sold in
each year the remainder of the proceeds from the sale of said
bonds for the construction and improvement of roads and high-
ways, the acquiring of land by purchase or condemnation and
options thereon, in order to construct permanent, improved
