SECTION 1. Be it enacted by the General Assembly of
Maryland,, That all that part of Anne Arundel County within
the bounds comprising all of the drainage areas of Back Creek,
Spa Creek, Dorseys Creek, and those parts of the drainage
areas of Weems Creek and the Severn River, in which are
located the communities of Annapolis, Eastport, Germantown,
West Annapolis, War dour, the U. S. Naval Academy and other
federal properties, be and the same is hereby incorporated for
the purposes hereinafter set forth, to be known as the "Annap-
olis Metropolitan Sewerage District. "
SEC. 2. And be it further enacted. That for the purpose of
carrying out the provisions of said act, the said sewerage dis-
trict shall be under the jurisdiction of a commission of five
members, namely:
J. Garland Healy
Jesse A. Fisher
J. Clayton Brewer, representing the City of An-
napolis;
W. Thomas Williams, representing that part of
the sewerage district outside of Annapolis; and
James IT. Ellis, representing the Anne Arundel
County Sanitary Commission, who shall hold office for the
period four years from May 1, 1931, or until their successors
are appointed and have qualified. Upon the expiration of the
the said terms of the members of said commission, their succes-
sors shall be named in the manner following: three members to
be appointed by the Mayor, Counselor and Aldermen of the
City of Annapolis, and two by the County Commissioners of
Anne Arundel County, one of whom shall be a member of the
Anne Arundel County Sanitary Commission. The appointees
of the Mayor, Counselor and Aldermen of the City of Annapolis
shall be residents and taxpayers of the said sewerage district,
the appointee of the said County Commissioners, other than
the member of the Sanitary Commission, shall be a resident
and taxpayer of the sewerage district outside of the City limits
of the City of Annapolis, and shall serve for four years, or
until their successors are appointed and have qualified. Any
vacancy occurring at any time in the personnel of the commis-
sion shall be filled by the agencies prescribed as above for
making the subsequent appointments, and shall serve for the
unexpired term. Annual salary of each of said commissioners
shall be six hundred dollars, payable monthly. The commis-
