sion shall elect one of its members chairman, and shall appoint
and discharge at pleasure and fix the compensation of secre-
tary-treasurer (who may be a member of the said sewerage
commission) and such engineering, legal, clerical and other
force and help as, from time to time, in its judgment may be
deemed necessary to carry out the provisions of this Act. The
Commission is hereby empowered to delegate the engineering
duties to the Anne Arundel County Sanitary Commission, if it
so deems desirable allowing the Anne Arundel County Sani-
tary Commission such funds to carry out such delegated duties
as may be agreed upon between the two commissions. Said
Annapolis Metropolitan Sewerage Commission shall annually
publish in at least one newspaper in Annapolis a full and true
account, under oath, of its receipts, expenses and expenditures.
Prior to such publication, said account shall be fully audited
by a certified public accountant to be employed and paid by
said Commission.
SEC. 3. And be it further enacted, That the members of
said Commission shall be a body corporate, by the name of the
"Annapolis Metropolitan Sewerage Commission, " with the
right to use a common seal, to sue and be sued, and to do any
and all other corporate acts for the purpose of carrying out
the provisions of this Act. Whenever it shall be deemed neces-
sary by said Commission to take or acquire any land, structures
or buildings, either in fee or as an easement, for, the construc-
tion, extension or maintenance of any sewer, or appurtenance
thereof, or for any sewage treatment plant, tank or pumping
station or any stream bed or any waterway, said Commission
may purchase the same from the owner or owners thereof, or
failing to agree with them, may condemn the same by proceed-
ings in the Circuit Court for Anne Arundel County as now pro-
vided for condemnation of land by public service corporations in
Article 33A of the Code of Public General Laws of Maryland;
and said Commission may at the same time condemn the inter-
est of any tenant, lessee or other person having an interest in
said land. At any time after ten days after the return and
recordation of the verdict or award in said proceeding, the said
Commission may enter and take possession of said property so
condemned, upon first paying to the Clerk of the Court the
amount of said award and all costs taxed to date, notwithstand-
ing any appeal or further proceeding upon the part of the de-
fendant; at the time of said payment, however, it shall give
