SEC. 2. And be it further enacted, That this Act shall be
hereby declared to be an emergency measure and necessary for
the immediate preservation of the health, morals, safety and
welfare and being passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 101.
AN ACT to repeal Sections 86 to 122, both inclusive, of Arti-
cle 15 of the Code of Public Local Laws of Maryland (1930
Edition), title "Kent County, " sub-title "Chestertown, " and
to enact in lieu thereof a new charter for the Town of Ches-
tertown, except as same pertains to the Water Board, to be
known as Sections 86 to 122P, both inclusive, of said Arti-
cle 15.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Sections 86 to 122, both inclusive, of Article
15 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Kent County, " sub-title "Chestertown, " be and
they are hereby repealed.
SEC. 2. And be it further enacted, That a new charter for
the Town of Chestertown, except as pertains to the Water
Board, be and it is hereby enacted, to be known as Sections
86 to 122P, both inclusive, of said Article 15 of the Code of
Public Local Laws, of Maryland, and to read as follows:
Incorporation.
86. The inhabitants of the Town of Chestertown, in Kent
County, Maryland, are hereby created a body corporate by
the name of the "Mayor and Council of Chestertown, " with all
the powers and privileges of a body politic corporate, and by
said corporate name have perpetual succession, may sue and
be sued, may have and use a common seal, -which may be
altered at pleasure, may purchase and hold such real, personal
or mixed property as may be required for the use of said
corporation, and may dispose of such property when necessary
