purpose of building, repairing and reconstructing the public
roads and bridges in said district. The said County Com-
missioners may levy such other sum or sums of money as they
may deem requisite for building of new bridges and opening
new roads and for repairing and reconstructing public roads
and bridges in said county, but the levy of such other sum or
sums for the building of new bridges or opening of new roads
or of. repairing and reconstructing of roads or bridges in any
particular district or districts of said county shall be solely
upon the taxable property of said district or districts wherein
will be located the said new roads or bridges and not upon the
taxable property of any other district of said county or if
old roads or bridges are to be repaired or reconstructed the
levy shall be solely upon the taxable property of said district
or districts wherein are already located said old roads or bridges,
and not upon the taxable property of any other district of said
county. Except as hereinbefore modified all taxes herein pro-
vided for shall be levied and collected as are other county taxes.
All of the taxes levied and collected under the provisions of
this section shall be disbursed by the said County Commissioners;
upon the roads and bridges in said county, and in the manner
hereinafter provided for and in no other. If in any year the
full sum set apart for each district, as in this section provided,
shall not be altogether expended in said district then so much
as remains unexpended shall be credited to such district for the
ensuing year. Provided, that out of the sum levied and collected
in the Second Election District, there shall be paid over annu-
ally by the County Commissioners to the Commissioners of the
corporation of Ellicott City, the sum of two thousand dollars-
($2, 000). The Commissioners of Ellicott City shall set aside
the said sum of two thousand dollars ($2, 000) in a special fund
to be used for repairing, maintaining and building roads, streets,
avenues, lanes, alleys, sidewalks and bridges within the corpo-
rate limits of Ellicott City; and in the discretion of said Com-
missioners, for the redemption of any bonds hereafter issued on.
the credit of said city.

SEC. 2. And be it further enacted, That Section 166 of said
Article 14 of said Code of Public Local Laws of 1930, entitled
"Howard County, " sub-title "Ellicott City, " be and the same is.
hereby repealed.

SEC. 3. And be it further enacted, That this Act shall take'
effect from and after June 1, 1931.
